PILOT P R O G R AM STOI N CREASE COLLEGE PERSISTENCE AN D S U CCESS. ‘ ‘ (a)GRANTSAU T HO R IZED.—Fromthe amo un t s a p propr i ate d under su b se c tion (i) , the S ecretar y is authori z edtoa w ard g rants in accordance with this section, on a competiti v e basis, to e l igible institutions to enable the institutions to develop programs to increase the persistence and success o f low - income college students. ‘‘(b) A P P L I C ATIONS.— ‘‘( 1 ) I N G ENERAL.—An eligible institution see k ing a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may re q uire. An eligible institution may submit an application to receive a grant under subsection (c) or (d) or both. ‘‘( 2 ) EV ALUATION CONDITION.—Each eligible institution seeking a grant under this section shall agree to participate in the evaluation described in subsection (f). ‘‘( 3 ) P RIORIT YF OR REPLICATION OF EVIDENCE- B ASED POLI- CIES AND PRACTICES.—In awarding grants for the program under subsection (d), the Secretary shall give priority to applica- tions submitted by eligible institutions that propose to replicate policies and practices that have proven effective in increasing persistence and degree completion by low-income students or students in need of developmental education. ‘‘(c) PILOT PROGRA MT O INCREASE PERSISTENCE AND SUCCESS IN C OMMUNITY COLLEGES.— ‘‘(1) D EFINITIONS.—In this subsection

‘‘(A) ELIGIBLE INSTITUTION.—The term ‘eligible institu- tion ’ means an institution of higher education, as defined in section 1 0 1, that provides a one- or two-year program of study leading to a degree or certificate. ‘‘( B ) ELIGIBLE STUDENT.—The term ‘eligible student’ means a student who— ‘‘(i) is eligible to receive assistance under section 4 01

‘‘(ii) is enrolled at least half-time; ‘‘(iii) is not younger than age 1 9

‘‘(iv) is the parent of at least one dependent child, which dependent child is age 1 8 or younger; ‘‘(v) has a secondary school diploma or its recog- nized equivalent; and ‘‘(vi) does not have a degree or certificate from an institution of higher education. ‘‘(2) U SES OF FUNDS.— ‘‘(A) SUPPORT.—The Secretary shall award grants under this subsection to eligible institutions to enable such institutions to provide additional monetary and nonmone- tary support to eligible students to enable the eligible stu- dents to maintain enrollment and complete degree or cer- tificate programs. ‘‘(B) R E Q UIRED USES.—Each eligible institution receiving a grant under this subsection shall use the grant funds— Grants.Di sa dv anta ge d p ers o ns.
