and ‘‘( B ) the need for model programs to address the needs of veteran students at a wide range of institutions of higher education, including the need to provide— ‘‘(i) an equitable distribution of such grants to institutions of higher education of various types and si z es; ‘‘(ii) an equitable geographic distribution of such grants; and ‘‘(iii) an equitable distribution of such grants among rural and urban areas. ‘‘(e) EV AL U ATION AND ACCOUNTA B ILIT YP LAN.—The Secretary shall develop an evaluation and accountability plan for model pro - grams funded under this section to ob j ectively measure the impact of such programs, including a measure of whether postsecondary education enrollment, persistence, and completion for veterans increases as a result of such programs. ‘‘(f) AUT H ORI Z ATION O F APPROPRIATIONS.—There are authorized to be appropriated to carry out this section such sums as may be necessary for fiscal year 2 0 0 9 and each of the five succeeding fiscal years. ‘ ‘ PARTU— U NIVE R S IT Y SUSTAINA B I L ITY PR OG RA M S ‘ ‘ SEC.8 8 1 .S U S TAIN A B I L IT YP LANNIN G G R ANTS AUT HO RI Z E D . ‘‘(a) PRO G RA M AUTHORIZED.— ‘‘(1) IN GENERAL.— F rom the amounts appropriated to carry out this section, the Secretary, in consultation with the Administrator of the Environmental Protection Agency, shall ma k e grants to eligible entities to establish sustainability pro- grams to design and implement sustainability practices, including in the areas of energy management, greenhouse gas emissions reductions, green building, waste management, pur- chasing, transportation, and to x ics management, and other aspects of sustainability that integrate campus operations with multidisciplinary academic programs and are applicable to the private and government sectors. ‘‘(2) PERIOD OF GRANT.—The provision of payments under a grant under paragraph (1) shall extend over a period of not more than four fiscal years. ‘‘( 3 ) D EFINITION OF ELIGIBLE ENTITY.—For purposes of this part, the term ‘eligible entity ’ means— ‘‘(A) an institution of higher education; or ‘‘(B) a nonprofit consortium, association, alliance, or collaboration operating in partnership with one or more institutions of higher education that received funds for the implementation of work associated with sustainability programs under this part. ‘‘(b) APPLICATIONS.— Grants.20USC1 1 6 1 u .
