(b) B OARD O F DIRE C TORS.— (1) A M ENDMENTS.—Section 1706 of the United States Institute of Peace Act (22 U.S.C. 4605) is amended— (A) by striking ‘‘(b)(5)’’ each p lace the term appears and inserting ‘‘(b)(4)’’

and (B) in subsection (e), by adding at the end the follo w ing

‘‘(5) T he term of a member of the Board shall not commence until the member is confirmed by the Senate and sworn in as a member of the Board.’’. (2) E FFECTI V E DATE.—The amendments made by paragraph (1) shall take effect as if enacted on J une 1, 2007, and shall apply to any member of the Board of Directors of the Institute of Peace confirmed by the Senate and sworn in as a member of the Board of Directors on or after such date. (c) F UNDIN G .—Section 1710 of the United States Institute of Peace Act (22 U.S.C. 460 9 ) is amended— (1) in subsection (a)(1), by striking ‘‘to be appropriated’’ and all that follows through the period at the end and inserting ‘‘to be appropriated such sums as may be necessary for fiscal years 2009 through 2014.’’; and (2) by adding at the end the following: ‘‘(d) E X TENSION.—Any authori z ation of appropriations made for the purposes of carrying out this title shall be e x tended in the same manner as applicable programs are extended under section 422 of the G eneral Education Pro v isions Act.’’. PART C—T H EHI G HER EDUCATION A M END - MENTS OF 19 9 8; THE HIGHER EDUCATION AMENDMENTS OF 199 2 SEC. 9 3 1. R EPEA L S. The following provisions of title V III of the H igher Education Amendments of 199 8 (Public L aw 105 – 244) are repealed: (1) Part A. (2) Part C (20 U.S.C. 1070 note). (3) Part F (20 U.S.C. 1862 note). (4) Part J. (5) Section 861. (6) Section 863. SEC. 932. G RANTS TO STATES FOR W OR K PLACE AND CO M MUNIT Y TRANSITION TRAINING FOR INCARCERATED INDI V IDUALS. Section 821 of the Higher Education Amendments of 1998 (20 U.S.C. 1151) is amended to read as follows: ‘ ‘SEC. 8 21.
