Rowley Training Center, except that total obligations at the end of the fiscal year shall not exceed total budgetary resources available under this heading at the end of the fiscal year: Provided further, That none of the funds made available under this heading shall be available to compensate any employee for overtime in an annual amount in excess of $35,000, except that the Secretary of Homeland Secu- rity, or the designee of the Secretary, may waive that amount as necessary for national security purposes: Provided further, That the limitation in the preceding proviso shall not take effect until the D irector of the O ffice of M anagement and B udget submits to the Committees on Appropriations of the Senate and the House of Representatives a report certifying that such a limitation on compensation will not have a significant effect on operations of the United States Secret Service: Provided further, That none of the funds appropriated to the United States Secret Service by this Act or by previous appropriations Acts may be made available for the protection of the head of a Federal agency other than the Secretary of Homeland Security: Provided further, That the Director of the United States Secret Service may enter into an agreement to perform such service on a fully reimbursable basis. ACQUIS I T I ON , CONST R UCTION, I MP RO VE MENTS, AN D RE L ATED E X PENSES For necessary expenses for acquisition, construction, repair, alteration, and improvement of facilities, $4,225,000, to remain available until expended: Provided, That of the total amount pro- vided, $250,000 is for a perimeter security and noise abatement study at the James J.
