AUTHORITY TO B UI L D THE CAPACITY OF THE PA K ISTAN FRONTIER CORPS. (a) AUTHORITY.— T he Secretary of Defense, with the concurrence of the Secretary of State, is authorized during fiscal year 2008 to pro v ide assistance to enhance the ability of the Pakistan Frontier C orps to conduct counterterrorism operations along the border between Pakistan and Afghanistan. (b) TYPES O F ASSISTANCE.— (1) AUTHORI Z ED ELE M ENTS.—Assistance under subsection (a) may include the provision of e q uipment, supplies, and training. (2) RE Q UIRED ELEMENTS.—Assistance under subsection (a) shall be provided in a manner that promotes— (A) observance of and respect for human rights and fundamental freedoms; and (B) respect for legitimate civilian authority within Pakistan. (c) LIMITATIONS.— (1) FUNDIN G LIMITATION.—The Secretary of Defense may use up to $75,000,000 of funds available to the Department of Defense for operation and maintenance for fiscal year 2008 to provide the assistance under subsection (a). (2) ASSISTANCE OTHER W ISE PROHI B ITED BY LAW.—The Sec - retary of Defense may not use the authority in subsection (a) to provide any type of assistance described in subsection (b) that is otherwise prohibited by any provision of law. (d) CONGRESSIONAL NOTIFICATION.— (1) I N GENERAL.—Not less than 15 days before providing assistance under subsection (a), the Secretary of Defense shall submit to the congressional committees specified in paragraph (2) a notice of the following
(A) The budget, types of assistance, and completion date for providing the assistance under subsection (a). (B) The source and planned e x penditure of funds for the assistance under subsection (a). (2) SPECIFIED CONGRESSIONAL COMMITTEES.—The congres- sional committees specified in this paragraph are the following: (A) The Committee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate.
