( B ) shoulder-fired w ea p ons; (C) light automatic weapons up to and including . 5 0 cali b er machine guns; (D) recoilless rifles up to and including 106mm; ( E ) mortars up to and including 8 1mm; (F) roc k et launchers , man-portable; ( G ) grenade launchers, rifle and shoulder fired; and ( H ) individuall y -operated weapons which are portable or can be fired without special mounts or firing devices and which have potential use in civil disturbances and are vulnerable to theft. (3) S P ECIFIE D C O N G RESSIONAL COMMITTEES.—The term ‘‘specified congressional committees’’ means— (A) the Committee on Foreign Affairs and the Com- mittee on Armed Services of the House of R epresentatives; and (B) the Committee on Foreign Relations, the Com- mittee on Armed Services, and the Committee on Banking, Housing, and Urban Affairs of the Senate. (f) EFFECTI V E DATE.— (1) I N GENERAL.—E x cept as provided in paragraph (2), this section shall take effect 180 days after the date of the enactment of this Act. (2) E X CEPTION.—The P resident may delay the effective date of this section by an additional period of up to 90 days if the President certifies in writing to the specified congressional committees for such additional period that it is in the vital interest of the United States to do so and includes in the certification a description of such vital interest. SEC.12 2 9 . S P EC IAL I N SPEC TORG ENERAL F OR AFG H ANISTAN RECONSTR U CTION. (a) P U RPOSES.—The purposes of this section are as follows

(1) To provide for the independent and ob j ective conduct and supervision of audits and investigations relating to the programs and operations funded with amounts appropriated or otherwise made available for the reconstruction of Afghani- stan. (2) To provide for the independent and objective leadership and coordination of, and recommendations on, policies designed to— (A) promote economy efficiency, and effectiveness in the administration of the programs and operations described in paragraph (1); and (B) prevent and detect waste, fraud, and abuse in such programs and operations. (3) To provide for an independent and objective means of keeping the Secretary of State and the Secretary of Defense fully and currently informed about problems and deficiencies relating to the administration of such programs and operations and the necessity for and progress on corrective action.
