(2) FINAL RE P ORT.—The Inspector General shall, prior to the termination of the Office of the Special Inspector General for Afghanistan Reconstruction under paragraph (1), prepare and submit to the appropriate congressional committees a final forensic audit report on programs and operations funded with amounts appropriated or otherwise made available for the reconstruction of Afghanistan. SEC.1230 . R E PO R T O N PRO G RESS TO WA R D SEC U R I T Y AND STA B I L ITY INA F G H ANISTAN. (a) REPORT RE QU IRE D .— N ot later than 9 0 days after the date of the enactment of this Act, and every 180 days thereafter through the end of fiscal year 2010, the P resident, acting through the Secretary of D efense, shall submit to the appropriate congressional committees a report on progress toward security and stability in Afghanistan. (b) C OORDINATION.—The report re q uired under subsection (a) shall be prepared in coordination with the Secretary of State, the Director of National Intelligence, the Attorney General, the Administrator of the Drug E nforcement Administration, the Administrator of the U nited States Agency for International Development, the Secretary of Agriculture, and the head of any other department or agency of the Government of the United States involved with activities relating to security and stability in Afghani- stan. (c) M ATTERS TO B EIN C LUDED
STRATEGIC DIRECTION OF UNITED STATES ACTI V ITIES RELATING TO SECURIT Y AND STA B ILITY IN AFG H ANISTAN.—The report required under subsection (a) shall include a description of a comprehensive strategy of the United States for security and stability in Afghanistan. The description of such strategy shall consist of a general overview and a separate detailed section for each of the following: (1) NORTH ATLANTIC TREATY ORGANI Z ATION INTERNATIONAL SECURITY ASSISTANCE FORCE.—A description of the following: (A) Efforts of the United States to wor k with countries participating in the North Atlantic Treaty Organization (NATO) International Security Assistance Force (ISAF) in Afghanistan (hereafter in this section referred to as ‘ ‘NATO ISAF countries ’ ’). (B) Any actions by the United States to achieve the following goals relating to strengthening the NATO ISAF, and the results of such actions: (i) Encourage NATO ISAF countries to fulfill commitments to the NATO ISAF mission in Afghani- stan, and ensure adequate contributions to efforts to build the capacity of the Afghanistan National Security Forces (ANSF), counter-narcotics efforts, and Presid e nt.
