The C on g ress finds and dec l ares that —(1) e v ery cemetery should do all it can to p rotect each grave mar k er , headstone, monument, or other ob j ect, intended to permanently mark a grave

(2) every citi z en of the U nited S tates should be w atchful and mindful of desecrations of any gravesite and report any such suspected behavior to local, State, or F ederal law enforce - ment authorities; and ( 3 ) all citizens, including veterans, have earned the right to rest in peace. SEC. 3 . DIRECTION TO THE SENTENCING CO M MISSION. (a) INGE NE RAL .—Pursuant to its authority under section 9 9 4 of title 28, United States Code, the United States Sentencing Commission shall review and, if appropriate, amend the Federal sentencing guidelines and policy statements to ensure the guidelines and policy statements provide ade q uate sentencing enhancements for any offense involving the desecration, theft, or trafficking in, a grave marker, headstone, monument, or other object, intended to permanently mark a veteran’s grave. (b) C OM M IS SION DUT IES.—In carrying out this section, the Sen- tencing Commission shall— (1) ensure that the sentences, guidelines, and policy state- ments relating to offenders convicted of these offenses are appropriately severe and reasonably consistent with other rel- evant directives and other Federal sentencing guidelines and policy statements; (2) make any necessary conforming changes to the Federal sentencing guidelines; and LetOurV eter ansR est i n P ea c e A ct of20 0 8. 28 USC9 9 4 note.
