(I) F or counter - narcotics efforts, an assessment of the activities of the D epartment of Defense in Afghanistan, as descri b ed in subsection (c)( 4 ), and the effectiveness of such activities. ( J ) K ey measures of political stability relating to both central and local Afghan governance. (K) For public corruption and rule of law, an assess- ment of anti-corruption and law enforcement activities at the local, provincial, and national levels and the effective- ness of such activities. (e) F ORM . —T he report re q uired under subsection (a) shall be submitted in unclassified form, but may include a classified anne x , if necessary. (f) CO NG R ES S I ON ALB RIE F INGS.—The S ecretary of Defense shall supplement the report required under subsection (a) with regular briefings to the appropriate congressional committees on the sub j ect matter of the report. (g) A P PROPRIA T E CONGRESSIONAL COMMITTEES DEFINE D .—In this section, the term ‘ ‘appropriate congressional committees ’ ’ means— ( 1 ) the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Affairs of the H ouse of R epresentatives; and ( 2 ) the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Relations of the Senate. SEC.123 1. UNIT E D ST A TES PL AN FOR SUSTAININ G T H E AFGHANISTAN NATIONAL SECURIT Y FORCES. (a) P LAN RE QU IRED.— N ot later than 90 days after the date of the enactment of this Act, and annually thereafter through the end of fiscal year 2010, the Secretary of Defense shall submit to the appropriate congressional committees a report on a long- term detailed plan for sustaining the Afghanistan National Army (ANA) and the Afghanistan National Police (ANP) of the Afghani- stan National Security Forces (ANSF), with the objective of ensuring that a strong and fully-capable ANSF will be able to independently and effectively conduct operations and maintain long-term security and stability in Afghanistan. (b) COORDINATION.—The report required under subsection (a) shall be prepared in coordination with the Secretary of State. (c) M ATTERS TO BE IN C LUDED.—The report required under sub- section (a) shall include a description of the following matters relating to the plan for sustaining the ANSF

(1) A comprehensive and effective long-term strategy and budget, with defined objectives. (2) A mechanism for trac k ing funding, equipment, training, and services provided for the ANSF by the U nited States, countries participating in the North Atlantic Treaty O rgani z a- tion (NATO) International Security Assistance Force (ISAF) in Afghanistan (hereafter in this section referred to as ‘‘NATO ISAF countries’’), and other coalition forces that are not part of the NATO ISAF.
