(f) EF F ECTIV E DA TE. — The amendments made by this section shall apply with respect to each report required under section 4332 of title 38, United States Code (as amended by this section), after the date of the enactment of this Act. SEC.31 3. TRAIN IN GFO RE X EC U TI V E B RANC H HU M AN RESOURCES P ERSONNE L ON EMPLO Y MENT AN D REEMPLOYMENT RIGHTS OF MEMBERS OF THE UNIFORMED SERVICES. (a) T R AI N IN GR E QU IRE D .—Subchapter IV of chapter 43 is amended by adding at the end the following new section

‘ §43 3 5.Train in gfo r Fed era l e x e cut i v e agenc yh u m an re s ources p ersonnel on employment and reemploy - ment rights and limitations ‘ ‘(a) TRAINING REQUIRED.—The head of each F ederal executi v e agency shall provide training for the human resources personnel of such agency on the following: ‘‘(1) The rights, benefits, and obligations of members of the uniformed services under this chapter. ‘‘(2) The application and administration of the requirements of this chapter by such agency with respect to such members. ‘‘(b) C O N S U L TATION.—The training provided under subsection (a) shall be developed and provided in consultation with the Director of the O ffice of P ersonnel M anagement. ‘‘(c) FREQUENC Y .—The training under subsection (a) shall be provided with such frequency as the Director of the Office of Per - sonnel Management shall specify in order to ensure that the human resources personnel of Federal executive agencies are k ept fully and currently informed of the matters covered by the training. ‘‘(d) H U M AN RESOURCES PERSONNEL DEFINED.—In this section, the term ‘human resources personnel ’ , in the case of a Federal executive agency, means any personnel of the agency who are authori z ed to recommend, take, or approve any personnel action that is sub j ect to the requirements of this chapter with respect to employees of the agency.’’. 38USC4 33 2note.
