( a ) M INERFLATP R OJ E C T. — The term ‘‘Miner Flat Pro j ect’’ means the White Mountain Apache Rural Water System , comprised o f the Miner Flat D am and associated domestic w ater supply compo - nents, as described in the project e x tension report dated February 20 0 7 . (b) SECRETAR Y .—The term ‘‘Secretary’’ means the Secretary of the I nterior, actin g through the C ommissioner of Reclamation (or any other designee of the Secretary). (c) TRI B E.—The term ‘‘Tribe’’ means the White Mountain Apache Tribe, a federally recognized Indian tribe organized pursu- ant to section 16 of the Indian Reorganization Act of 1 934 (2 5U .S.C. 476 et se q .). SEC. 3 . M INER FL A T P RO J ECT LOAN. (a) LOAN.—Subject to the a v ailability of appropriations and the condition that the Tribe and the Secretary have executed a cooperative agreement under section 4(a), not later than 90 days after the date on which amounts are made available to carry out this section and the cooperative agreement has been executed, the Secretary shall provide to the Tribe a loan in an amount equal to $ 9, 8 00,000, adjusted, as appropriate, based on ordinary fluctuations in engineering cost indices applicable to the Miner Flat Project during the period beginning on O ctober 1, 2007, and ending on the date on which the loan is provided, as determined by the Secretary, to carry out planning, engineering, and design of the Miner Flat Project in accordance with section 4. (b) TER MS AN D CONDITIONS O F LOAN.—The loan provided under subsection (a) shall— (1) be at a rate of interest of 0 percent
