SEC.1257 . SE N SE OF CON GR ESS ON TH E W ESTERN HE MI S P HERE INSTIT U TE FOR SECURIT Y COOPER A TION. I t is the sense of Congress that— (1) the education and training facility of the Department of Defense known as the W estern H emisphere Institute for Security Cooperation has the mission of pro v iding professional education and training to eligible military personnel , law enforcement officials, and civilians of nations of the Western Hemisphere that support the democratic principles set forth in the Inter-American Democratic Charter of the O rganization of American States, while fostering mutual knowledge, trans- parency, confidence, and cooperation among the participating nations and promoting democratic values and respect for human rights; and (2) therefore, the Institute is an invaluable education and training facility which the Department of Defense should con- tinue to utilize in order to help foster a spirit of partnership and interoperability among the United States military and the militaries of participating nations. SEC. 125 8 . SENSE OF CONGRESS ON IRAN. It is the sense of Congress that— (1) the manner in which the United States transitions and structures its military presence in Ira q will have critical long-term consequences for the future of the P ersian G ulf and the M iddle E ast, in particular with regard to the ability of the Government of Iran to pose a threat to the security of the region, the prospects for democracy for the people of the region, and the health of the global economy; (2) it is in the national interest of the United States that the Government of Iran should not use e x tremists in Iraq to subvert or co-opt the institutions of the legitimate Govern- ment of Iraq; (3) the United States should designate Iran’s Islamic Revolutionary Guards Corps as a foreign terrorist organization under section 219 of the Immigration and Nationality Act ( 8 U.S.C. 1189) and place the Islamic Revolutionary Guards Corps on the list of Specially Designated Global T errorists, as estab- lished under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) and initiated under Executive Order 1322 4 (September 23, 2001); and (4) the United States should act with all possible expedi- ency to complete the listing of those entities targeted under United Nations Security Council Resolutions 1737 and 1747,
