(c) FORM . — The report required under subsection (a) shall be submitted in unclassified form, to the maximum extent practicable, but may contain a classified annex, if necessary. (d) D EFIN I T ION.— I n this section, the term ‘‘specified congres - sional committees’’ means— ( 1 ) the C ommittee on Armed Services, the Committee on Foreign Relations, and the Committee on Appropriations of the Senate
