12 2 STA T .4309PUBLIC LA W 110 – 409 —O CT. 14 , 200 8‘ ‘ (I) I NGE NE RAL.—Amounts t ra ns fe rre d tot h e C oun cil under this su b section shall be de p osited in the re v olvin g fund described under clause (i)(I) or (II). ‘‘(II) T RA I NING.—An y remaining une x pended balances appropriated for or other w ise available to the Inspectors G eneral Criminal Investigator Academy and the Inspectors General Auditor Training Institute shall be transferred to the revolving fund described under clause (i)(I) or (II). ‘‘(iii) US E OF RE V OLVING F U N D .— ‘‘(I) IN GENERAL.— E xcept as provided under subclause (II) , amounts in the revolving fund described under clause (i)(I) or (II) may be used to carry out the functions and duties of the Council under this subsection. ‘‘(II) TRAINING.—Amounts transferred into the revolving fund described under clause (i)(I) or (II) may be used for the purpose of maintaining any training academy as determined by the Council. ‘‘(iv) AVAILA B ILI TY OF FUNDS.—Amounts in the revolving fund described under clause (i)(I) or (II) shall remain available to the Council without fiscal year limitation. ‘‘(C) S U P ERSEDING PROVISIONS.— N o provision of law enacted after the date of enactment of this subsection shall be construed to limit or supersede any authority under subparagraph (A) or ( B ), unless such provision ma k es spe - cific reference to the authority in that paragraph. ‘‘( 4 )E X ISTING AUT H ORITIES AND RESPONSIBILITIES.—The establishment and operation of the Council shall not affect— ‘‘(A) the role of the D epartment of J ustice in law enforcement and litigation

‘‘(B) the authority or responsibilities of any Govern- ment agency or entity; and ‘‘(C) the authority or responsibilities of individual mem- bers of the Council. ‘‘(d) INTEGRITY CO M MITTEE.— ‘‘( 1 ) ESTABLISHMENT.—The Council shall have an Integrity Committee, which shall receive, review, and refer for investiga- tion allegations of wrongdoing that are made against Inspectors General and staff members of the various O ffices of Inspector General described under paragraph (4)(C). ‘‘( 2 ) M EMBERSHIP.—The Integrity Committee shall consist of the following members

‘‘(A) The official of the F ederal Bureau of Investigation serving on the Council, who shall serve as Chairperson of the Integrity Committee, and maintain the records of the Committee. ‘‘(B) Four Inspectors General described in subpara- graph (A) or (B) of subsection (b)(1) appointed by the Chair- person of the Council, representing both establishments and designated Federal entities (as that term is defined in section 8 G(a)). ‘‘(C) The Special Counsel of the Office of Special Counsel. ‘‘(D) The Director of the Office of Government Ethics.
