( 3 ) A brief review of programs of the United States G overn - ment and other governments , international organi z ations, foundations, and other private sector entities that may con- tribute to the prevention of the proliferation of biological weapons. ( 4 ) R ecommendations on steps for integrating activities of the C ooperative T hreat Reduction P rogram relating to biological weapons proliferation prevention with activities of other departments and agencies of the United States, as appro- priate, in states outside of the former Soviet Union. (c) S UBMIS SI ON O FNAT IONA L A C A DE M Y OF SCIENCES RE P O R T. — The National Academy of Sciences shall submit to Congress a report on the study under subsection (a) at the same time that such report is submitted to the Secretary of D efense pursuant to subsection (d). (d) SECRETARY OF DEFENSE REPORT.— ( 1 ) I N G ENERAL.—Not later than 90 days after receipt of the report re q uired by subsection (a), the Secretary shall submit to the Congress a report on the study carried out under sub- section (a). (2) M ATTERS TO BE INCLUDED.—The report under paragraph (1) shall include the following

(A) A summary of the results of the study carried out under subsection (a). ( B ) An assessment by the Secretary of the study. (C) A statement of the actions, if any, to be underta k en by the Secretary to implement any recommendations in the study. (3) F ORM.—The report under paragraph (1) shall be sub- mitted in unclassified form, but may include a classified anne x . (e) FUNDING.— O f the amounts appropriated pursuant to the authorization of appropriations in section 301(19) or otherwise made available for Cooperative Threat Reduction programs for fiscal year 200 8 , not more than $ 1,000,000 may be obligated or expended to carry out this section.
