Funds are hereby authorized to be appropriated for fiscal year 2009 for the procurement of aircraft, missiles, wheeled and tracked combat vehicles, tactical wheeled vehicles, ammunition, other weapons, and other procurement for the reserve components of the Armed Forces in the amount of $800,000,000. Effective for the budget of the P resident submitted to Congress under section 1105(a) of title 31, U nited S tates Code, for fiscal year 2011 and for each fiscal year thereafter, the Secretary of Defense shall ensure that a separate, dedicated procurement line item is designated for each of the following elements of the Future Combat Systems program (in this section referred to as ‘ ‘FCS ’ ’), to the extent the budget includes funding for such elements: (1) FCS Manned G round V ehicles.
