SEC.358 . IN C R E A SE OFD O M ES T IC B REEDIN G OF MI L ITAR YW OR K ING DOGS U SEDBYT H EDE P ARTMENT OF DEFENSE. (a) INCREAS E DC A P AC ITY . —T he Secretary of Defense, acting through the Ex ecuti v e Agent for M ilitary W orking Dogs (hereinafter in this section referred to as the ‘‘Executive Agent’’), shall— (1) identify the number of military working dogs re q uired to fulfill the various missions of the De p artment of Defense for which such dogs are used, including force protection, facility and check point security, and explosives and drug detection; (2) take such steps as are practicable to ensure an adequate number of military working dog teams are available to meet and sustain the mission requirements identified in paragraph (1); (3) ensure that the Department’s needs and performance standards with respect to military working dogs are readily available to dog breeders and trainers; and (4) coordinate with other Federal, State, or local agencies, nonprofit organizations, universities, or private sector entities, as appropriate, to increase the training capacity for military working dog teams. (b) MI L ITARY W O R K IN G DOG PROC U RE M ENT.—The Secretary, acting through the Executive Agent shall work to ensure that military working dogs are procured as efficiently as possible and at the best value to the G overnment, while maintaining the nec - essary level of quality and encouraging increased domestic breeding. (c) MILITARY WORKING DOG DE F INED.—For purposes of this section, the term ‘‘military working dog’’ means a dog used in any official military capacity, as defined by the Secretary of Defense.
