equipment for counter-drug , homeland security, and emergency response activities. ’ ’. SEC.8 8 6 . R E VI E WOF I MPA C T OF COVERE D S UB SIDIES O N AC Q UISI - TION OF K C- 45 AIRCRAFT. (a) R E V IE W OF COVERED S U BSIDIES RE Q UIRED.—The Secretary of Defense, not later than 1 0 days after a ruling by the W orld Trade O rganization that the U nited States, the European Union, or any political entity within the United States or the European Union, has provided a covered subsidy to a manufacturer of large commercial aircraft, shall begin a review, as described in subsection (b), of the impact of such covered subsidy on the source selection for the K C- 45 Aerial Refueling Aircraft P rogram. (b) PERFORMANCE OF T H E REVIEW.— I n performing the review required by subsection (a), the Secretary of Defense shall consult with e x perts within the Department of Defense, the Office of M anagement and Budget, the Office of the United States Trade Representative, and other agencies and offices of the F ederal Government, and with such other experts outside the Government as the Secretary considers appropriate, on the potential impact of a covered subsidy on the source selection process for the KC- 45 Aerial Refueling Aircraft Program.
