echanisms and p rocedures to improve the a b i l it y o f the U nited S tates to identify, trac k , and monitor the nuclear w eapons deemed to be attractive to terrorists, rogue states, and other state or non-state actors; ( C ) mechanisms and procedures for implementing transparent multilateral reductions in nuclear weapons arsenals; and ( D ) methods for consolidating, dismantling, and dis- posing of the nuclear weapons in each country that pos- sesses, or is believed to possess, nuclear weapons, including methods of monitoring and verifying consolidation, dis- mantlement, and disposal . (c) REPORT . — ( 1 ) REPORT RE QUI RE D .— N ot later than one year after the date of the enactment of this A ct, the P resident shall submit to Congress a report on the findings and recommendations of the review re q uired under subsection (b). ( 2 )C LAS SI F I C ATIO N OF REPORT.— T he report required under paragraph (1) shall be submitted in unclassified form, but it may be accompanied by a classified anne x . SEC.1045 . R E PO R T O N CO M P LIA NCE BYD EPARTMENT O F DEFENSE W IT HGU AM TA X AND LICENSING LAWS. Not later than 1 80 days after the date of the enactment of this Act, the Secretary of Defense, in consultation with the Secretary of the Navy and the J oint G uam Program O ffice, shall submit to the congressional defense committees a report on the steps that the Department of Defense is taking to ensure that contractors of the Department performing work on Guam comply with local tax and licensing requirements. SEC. 104 6 . REPORT ON DETENTION OPERATIONS IN IRA Q . (a) REPORT REQUIRED.—Not later than 9 0 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report on detention oper- ations at theater internment facilities in I raq. (b) E LE M ENTS.—The report required by subsection (a) shall include each of the following

(1) A detailed description of how counterinsurgency doctrine has been incorporated at theater internment facilities in Iraq. (2) A detailed description of the policies and programs instituted to prepare detainees for reintegration following their release from detention in theater internment facilities in Iraq. ( 3 ) A description and assessment of the effects of changes in detention operations and reintegration programs at theater internment facilities in Iraq during the period beginning on January 1, 200 7 , and ending on the date of the completion of the report, including changes in levels of violence within internment facilities and in rates of recapture of detainees released from detention in internment facilities. ( 4 ) A description of— (A) the lessons learned regarding detention operations in a counterinsurgency operation, an assessment of how such lessons could be applied to detention operations else- where (including in Afghanistan and at Guantanamo Bay, Cuba); and Presid e nt.
