‘(1) An employee who is deployed in support of a contingency operation (as that term is defined in section 101(a)(1 3 ) of title 10) or an employee of the D epartment of Defense who is designated as emergency essential under section 1 5 80 of title 10 shall be insured under the policy of insurance under this section if the employee, within 60 days after the date of notification of deployment or designation, elects to be insured under the policy of insurance. An election under this paragraph shall be effecti v e when provided to the Office in writing, in the form prescribed by the Office, within such 60-day period.’’. SEC.1 1 04 . E XT E N S IO NO FAU T H O R IT Y TO M A K E L UM P- SUM SE V ER- ANCE PAYMENTS. Section 55 9 5(i)(4) of title 5, U nited States C ode, is amended by stri k ing ‘‘October 1, 2010’’ and inserting ‘‘October 1, 2014’’. SEC. 110 5 . EXTENSION OF VOLUNTARY RE D UCTION-IN-FORCE AUTHORITY OF DEPARTMENT OF DEFENSE. Section 3502(f)(5) of title 5, United States Code, is amended by striking ‘‘September 30, 2010’’ and inserting ‘‘September 30, 2014’’. SEC. 110 6 . ENHANCEMENT OF AUTHORITIES RELATIN G TO ADDI- TIONAL POSITIONS UNDER THE NATIONAL SECURITY PERSONNEL SYSTEM. Section 9902(i) of title 5, United States Code, is amended— (1) in paragraph (1), by striking ‘‘the re q uirements of chapter 71 and the limitations in subsection (b)(3)’’ and inserting ‘‘the requirements and limitations in paragraph (3)’’; and (2) by striking the period at the end of paragraph (2) and inserting ‘‘, in a manner comparable to that in which such provisions are applied under chapter 33. ‘‘(3) Any action taken by the Secretary pursuant to the authority of this subsection shall be sub j ect to— ‘‘(A) the requirements of chapter 71; and ‘‘( B ) the limitations in subsection (b)(3), except that the requirements of chapter 33 may be waived to the extent necessary to achieve the purposes of this sub- section.’’. SEC. 110 7 . EXPEDITED HIRING AUTHORITY FOR HEALTH CARE PROFESSIONALS.
