(2) $268,881,000 is for R esearch, Development, T est, and E valuation; and (3) $64,085,000 is for P rocurement. (b) U S E .—Amounts authorized to be appropriated under sub- section (a) are authorized for— (1) the destruction of lethal chemical agents and munitions in accordance with section 1412 of the Department of Defense Authorization Act, 1986 (50 U. S .C. 1521); and (2) the destruction of chemical warfare materiel of the United States that is not covered by section 1412 of such Act. SEC. 140 5 . DRUG INTERDICTION AND COUNTER - DRUG ACTI V ITIES, DEFENSE- W IDE. Funds are hereby authorized to be appropriated for the Depart- ment of Defense for fiscal year 2009 for expenses, not otherwise provided for, for Drug I nterdiction and Counter-Drug Activities, Defense-wide, in the amount of $1,060,463,000. SEC. 140 6 . DEFENSE INS P ECTOR GENERAL. Funds are hereby authorized to be appropriated for the Depart- ment of Defense for fiscal year 2009 for expenses, not otherwise provided for, for the Office of the Inspector G eneral of the Depart- ment of Defense, in the amount of $2 7 3,845,000, of which— (1) $270,445,000 is for Operation and Maintenance; and (2) $3,400,000 is for Procurement. SEC. 140 7 . NATIONAL DEFENSE SEALIFT FUND AMENDMENTS. Section 2218 of title 10, United States Code, is amended— (1) by stri k ing subsection ( j ) and redesignating subsections (k) and (l) as subsections (j) and (k), respectively; and (2) in paragraph (2) of subsection (k) (as so redesignated), by striking subparagraphs ( B ) thru (I) and inserting the fol- lowing new subparagraph (B)

‘(B) Any other auxiliary vessel that was procured or char- tered with specific authorization in law for the vessel, or class of vessels, to be funded in the N ational Defense Sealift Fund. ’ ’. (a) O BL I G ATION OF STO CK PILE FUN D S.—During fiscal year 2009, the National Defense Stockpile Manager may obligate up to $41,153,000 of the funds in the National Defense Stockpile Trans- action Fund established under subsection (a) of section 9 of the Strategic and Critical Materials Stock Piling Act (50 U.S.C. 98h) for the authorized uses of such funds under subsection (b)(2) of
