T he S ecretary of the Army, in accordance with section 2 3 0 6 b of title 1 0, U nited States C ode, may enter into a multiyear contract, be g inning with the fiscal year 2008 program year, for procurement of M 1A2 Abrams System E nhancement P ackage upgrades. SEC. 112. MULTIYEAR PROCUREMENT AUTHORITY FOR M2A 3/ M3A3 BRADLEY FIGHTING VEHICLE UPGRADES. The Secretary of the Army, in accordance with section 2306b of title 10, United States Code, may enter into a multiyear contract, beginning with the fiscal year 2008 program year, for procurement of M2A3 / M3A3 B radley fighting vehicle upgrades. SEC. 113. MULTIYEAR PROCUREMENT AUTHORITY FOR CONVERSION OF CH -47 D HELICOPTERS TO CH-47F CONFIGURATION. The Secretary of the Army may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear con - tract, beginning with the fiscal year 2008 program year, for conver- sion of C H - 47D helicopters to the CH-47F configuration. SEC. 114. MULTIYEAR PROCUREMENT AUTHORITY FOR CH-47F HELI- COPTERS. The Secretary of the Army may, in accordance with section 2306b of title 10, United States Code, enter into a multiyear con- tract, beginning with the fiscal year 2008 program year, for procure- ment of CH-47F helicopters. SEC. 115. LIMITATION ON USE OF FUNDS FOR INCREMENT 1 OF THE W ARFIGHTER INFORMATION NETWORK-TACTICAL PRO- GRAM PENDING CERTIFICATION TO CONGRESS. ( a ) F UNDI N GRESTR I C TED. —O f the amounts appropriated pursu- ant to an authorization of appropriations for fiscal year 2008 or otherwise made available for Other Procurement, Army, that are available for I ncrement 1 of the W arfighter Information N etwork- Tactical program, not more than 5 0 percent may be obligated or e x pended until the Director of Operational Test and Evaluation submits to the congressional defense committees a certification, in writing, that the Director of Operational Test and Evaluation has approved a Test and Evaluation Master Plan and Initial Oper- ational Test Plan for Increment 1 of the Warfighter Information Network-Tactical program. (b) INCRE M ENT1DE F INED.—For the purposes of this section, Increment 1 of the Warfighter Information Network-Tactical pro- gram includes all program elements described as constituting ‘ ‘Increment 1 ’ ’ in the memorandum titled ‘‘Warfighter Information
