(b) C ONF O RMI N G AM E N D MEN T .—Paragraph ( 1 )(A) of such sub- section (d) is amended by stri k ing ‘‘( 4 )and( 5 )’’ and inserting ‘‘(4), (5), and ( 6 )’’. SEC.61 6. A CC OUNTI N GR E P ORT. W ithin 1 80 days after the date of enactment of this Act, the Administrator shall provide to the Committee on Science and T ech- nology of the H ouse of R epresentatives and the Committee on Commerce, Science, and Transportation of the Senate a report that will summari z e any actions taken or planned to be taken during fiscal years 2 008 and 200 9 to begin reductions in expendi- tures and activities related to the Space Shuttle program. The report shall include a summary of any actual or anticipated cost savings to the Space Shuttle program relative to the F Y 2008 and FY 2009 Space Shuttle program budgets and runout pro j ections as a result of such actions, as well as a summary of any actual or anticipated liens or budgetary challenges to the Space Shuttle program during fiscal years 2008 and 2009. Subti t leC—La u nch Se rv ice s SEC. 6 2 1. L AUNC H SER V ICES STRATEG Y . (a) I N G ENER AL .—In preparation for the award of contracts to follow up on the current NASA L aunch Services (NLS) contracts, the Administrator shall develop a strategy for providing domestic commercial launch services in support of NASA’s small and medium-sized Science, Space O perations, and E xploration missions, consistent with current law and policy. (b) RE P ORT.—The Administrator shall transmit a report to the Committee on Science and Technology of the House of Representa- tives and the Committee on Commerce, Science, and Transportation of the Senate describing the strategy developed under subsection (a) not later than 90 days after the date of enactment of this Act. The report shall provide, at a minimum— (1) the results of the Request for Information on small to medium-sized launch services released on April 22, 2008; (2) an analysis of possible alternatives to maintain small and medium-sized lift capabilities after J une 3 0, 2010, including the use of the D epartment of Defense’s Evolved Expendable Launch V ehicle (EELV); (3) the recommended alternatives, and associated 5-year budget plans starting in October 2010 that would enable their implementation; and 42USC17 771 .
