An explanation of any waiver granted under this section shall be published in the F ederal R eg- ister. ‘‘(d) RE P ORT.—The Secretary of Transportation shall submit to the C ommittee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and I nfrastructure of the H ouse of Representatives, no later than D ecember 31 , 20 12, or, if no pro j ects are completed prior to December 31, 2012, no later than 6 months after the completion of a pilot project, a report that— ‘‘(1) explains and analy z es the effectiveness of any pilot project established pursuant to a waiver granted under sub- section (a)

‘‘(2) describes the status of all other waivers granted under subsection (a) and their related pilot projects, if any; and ‘‘(3) recommends any appropriate legislative changes to this chapter. ‘‘(e) DEFINITION.—For purposes of this section, the term ‘directly affected covered service employees ’ means covered service employees to whose hours of service the terms of the waiver petitioned for specifically apply.’’. N ot later than 1 year after the date of enactment of this Act, the Secretary shall provide guidance to railroads on strategies and methods to prevent pedestrian accidents, incidents, injuries, and fatalities at or near passenger stations, including— (1) providing audible warning of approaching trains to the pedestrians at railroad passenger stations; (2) using signs, signals, or other visual devices to warn pedestrians of approaching trains; (3) installing infrastructure at pedestrian crossings to improve the safety of pedestrians crossing railroad trac k s; ( 4 ) installing fences to prohibit access to railroad tracks; and ( 5 ) other strategies or methods as determined by the Sec- retary.
