(c) LEG ALE F FE C TOF P AY M ENT SU N D ERT H IS SECTION.—The payment of principal and interest on secured debt, with the proceeds of grants authorized by this section shall not— (1) modify the extent or nature of any indebtedness of Amtrak to the United States in existence as of the date of enactment of this Act

(2) change the private nature of Amtrak ’ s or its successors’ liabilities; or (3) imply any Federal guarantee or commitment to amortize Amtrak’s outstanding indebtedness. SEC.103 . AUTHORIZ ATIO NF OR THE FE D ERA L RAILROAD AD M INISTRA - TION. There are authorized to be appropriated to the Secretary for the use of the Federal R ailroad Administration such sums as nec- essary to implement the provisions required under this division for fiscal years 2009 through 2013. TI T LE II —AM T R A K RE FO RMA ND O P ERATIONAL IMPRO V EMENT S SEC. 2 01. NATIONAL RAILROAD P ASSEN G ER TRANSPORTATION S Y STEM DEFINED. (a) I N G ENERAL.—Section 24102 is amended— (1) by striking paragraph (2); (2) by redesignating paragraphs (3), (4), and (5) as para- graphs (2), (3), and (4), respectively; and (3) by inserting after paragraph (4) as so redesignated the following: ‘ ‘(5) ‘national rail passenger transportation system’ means— ‘‘(A) the segment of the continuous N ortheast C orridor railroad line between Boston, M assachusetts, and W ash- ington, D istrict of Columbia; ‘‘(B) rail corridors that have been designated by the Secretary of Transportation as high-speed rail corridors (other than corridors described in subparagraph (A)), but only after regularly scheduled intercity service over a cor- ridor has been established; ‘‘(C) long-distance routes of more than 750 miles between endpoints operated by Amtrak as of the date of enactment of the Passenger Rail Investment and Improve- ment Act of 2008; and 49USC2 4 10 2 .
