(b) MISCEL L AN E OU S RECEI PT S ACCOUNT.—All monies in the Miscellaneous Receipts Account shall be available without fiscal year limitation for disbursement by the Architect of the Capitol, upon recommendation of the Chief Executive Officer, for the oper - ations of the Capitol Visitor Center, after consultation with— ( 1 ) the Committee on Rules and Administration of the Senate and the Committee on House Administration of the House of Representatives; and ( 2 ) the Committees on Appropriations of the House of Rep- resentatives and Senate. SEC.304 . ADMIN IS TR ATI O NO F F U ND. (a) D IS B U R SE M ENTS.—Disbursements from the F und may be made by the Architect of the Capitol, upon recommendation of the Chief Executive Officer. (b) I N V ESTMENT AUT H ORIT Y .— T he Secretary of the Treasury shall invest any portion of the Fund that, as determined by the Architect of the Capitol, upon recommendation of the Chief Execu- tive Officer, is not re q uired to meet current expenses. Each invest- ment shall be made in an interest-bearin g obligation of the U nited States or an obligation guaranteed both as to principal and interest by the United States that, as determined by the Architect of the Capitol, upon recommendation of the Chief Executive Officer, has a maturity date suitable for the purposes of the Fund. The Secretary of the Treasury shall credit interest earned on the obligations to the Fund. (c) AU D IT.—The Fund shall be sub j ect to audit by the Comp- troller G eneral at the discretion of the Comptroller General. (a) TRANS F ER OF AUTHORITIES AND P ERSONNEL TO OFFICE OF THE CAPITOL VISITOR CENTER.—In accordance with the provisions of this title, effective on the transfer date— (1) the Capitol Guide Service shall be an office within the Office; (2) the contracts, liabilities, records, property, appropria- tions, and other assets and interests of the Capitol Guide Service, established under section 4 41 of the L egislative Reorga- ni z ation Act of 1 970 (2 U.S.C. 21 6 6), and the employees of the Capitol Guide Service, are transferred to the Office, except that the transfer of any amounts appropriated to the Capitol 2USC 22 41. 2USC22 3 4.
