TI T LEV—M I SC ELL AN E OU S PR OVISIONS SEC.501 . JURI S D IC T I ON SUN AF FECTED. (a) SECURITY J URIS D ICTION UNAFFECTED.— N othing in this Act granting any a u thority to the Architect of the Capitol or Chief E x ecutive Officer shall be construed to affect the exclusive j urisdic - tion of the Capitol Police, the Capitol Police B oard, the Sergeant at Arms and Doorkeeper of the Senate, and the Sergeant at Arms of the H ouse of Representatives to provide security for the Capitol, including the Capitol V isitor Center. (b) ARC H ITECT OF THE CAPITOL JURISDICTION UNAFFECTED.— (1) I N GENERAL.—Nothing in this Act granting any authority to the Chief Executive Officer shall be construed to affect the exclusive jurisdiction of the Architect of the Capitol for the care and superintendence of the Capitol Visitor Center. All maintenance services, groundskeeping services, improve- ments, alterations, additions, and repairs for the Capitol Visitor Center shall be made under the direction and supervision of the Architect, subject to the approval of the Committee on Rules and Administration of the Senate and the House Office Building Commission as to matters of general policy. (2) TECHNICAL AND CONFORMING AMENDMENT.—Section 1 3 05 of the L egislative Branch Appropriations Act, 200 8 (2 U.S.C. 1825) is repealed. SEC. 50 2 . STUDENT L OAN RE P A YM ENT AUT H ORITY. Section 5379(a)(1)(A) of title 5, United States Code, is amended by inserting ‘‘, the Architect of the Capitol, the Botanic G arden, and the Office of Congressional Accessibility Services’’ after ‘‘title’’. SEC. 50 3 . ACCEPTANCE OF V OLUNTEER SERVICES. Notwithstanding section 13 4 2 of title 31, United States Code, the Architect of the Capitol, upon the recommendation of the Chief Executive Officer, may accept and use voluntary and uncompen- sated services for the Capitol Visitor Center as the Architect of the Capitol determines necessary. No person shall be permitted to donate personal services under this section unless such person has first agreed, in writing, to waive any and all claims against the United States arising out of or connection with such services, other than a claim under the provisions of chapter 81 of title 5, United States Code. No person donating personal services under this section shall be considered an employee of the United States for any purpose other than for purposes of chapter 81 of such title. In no case shall the acceptance of personal services under this subsection result in the reduction of pay or displacement of any employee of the Office of the Architect of the Capitol. 2USC 22 7 2 . 2 USC 227 1 . 2USC1 30 1 note .
