( 3 ) reauthori z e the special dia b etes program for I ndians and the special diabetes programs for T ype 1 diabetes; ( 4 ) improve long - term care, enhance the safety and dignity of patients, encourage appropriate use of institutional and community-based care, promote quality care, or provide for the cost-effective use of public resources; or ( 5 ) provide parity between health insurance coverage of mental health benefits and benefits for medical and surgical services, including parity in public programs by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2 0 0 8 through 2013 or the period of the total of fiscal years 2008 through 2018 . (g) PEDIATR I CD E N TA LC ARE. — The Chairman of the S enate Com- mittee on the B udget may revise the aggregates, allocations, and other appropriate levels in this resolution for a bill, j oint resolution, amendment, motion, or conference report that would provide for improved access to pediatric dental care for children from low- income families, by the amounts provided in such legislation for such purpose, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC.2 2 8 . D E FI CI T-N E U T RAL RESER V EFUNDF O R REFOR M OFT H E ALTERNATIVE MINIMUM TA X . The Chairman of the Senate Committee on the Budget may revise the allocations, aggregates, and other levels in this resolution for a bill, joint resolution, amendment, motion, or conference report that provides for reform of the Internal R evenue Code of 1 9 8 6 by reducing the ta x burden of the alternative minimum tax on middle-income families, by the amounts provided in such measure for that purpose, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC. 22 9 . DEFICIT-NEUTRAL RESERVE FUND FOR J UDICIAL P A Y AND JUD G ESHIPS. The Chairman of the Senate Committee on the Budget may revise the allocations of a committee or committees, aggregates, and other levels in this resolution for one or more bills, joint resolutions, amendments, motions, or conference reports that would authorize salary adjustments for justices and judges of the U nited States or increase the number of F ederal judgeships, by the amounts provided in such legislation for those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2008 through 2013 or the period of the total of fiscal years 2008 through 2018. SEC. 2 30 . DEFICIT-NEUTRAL RESERVE FUND FOR IMMIGRATION ENFORCEMENT AND REFORM.
