‘‘(d) Each report under this section concerning e q uipment of the National Guard shall also include the following: ‘‘(1) A statement of the accuracy of the pro j ections required by subsection (b)(5)( D ) contained in earlier reports under this section, and an explanation, if the projection was not met, of why the projection was not met. ‘‘(2) A certification from the Chief of the National Guard Bureau setting forth an inventory for the preceding fiscal year of each item of equipment — ‘‘(A) for which funds were appropriated
‘‘(B) which was due to be procured for the National Guard during that fiscal year; and ‘‘(C) which has not been received by a National Guard unit as of the close of that fiscal year.’’. SEC. 2002. E X PIRATION O F AUTHORI Z ATIONS AND AMOUNTS REQUIRED TO B E SPECIFIED B Y LA W . (a) E XPIRAT I ON O F A U T H ORI Z ATION S AFT E R THREE YEARS.— Except as provided in subsection (b), all authorizations contained in titles X X I through XX V II and in title XXIX for military construc - tion projects, land acquisition, family housing projects and facilities, and contributions to the North Atlantic Treaty O rganization Secu- rity Investment P rogram (and authorizations of appropriations therefor) shall expire on the later of— (1) October 1, 2010; or (2) the date of the enactment of an Act authorizing funds for military construction for fiscal year 2011. (b) EX C EPTION.—Subsection (a) shall not apply to authorizations for military construction projects, land acquisition, family housing projects and facilities, and contributions to the North Atlantic Treaty Organization Security Investment Program (and authoriza- tions of appropriations therefor), for which appropriated funds have been obligated before the later of— (1) October 1, 2010; or (2) the date of the enactment of an Act authorizing funds for fiscal year 2011 for military construction projects, land acquisition, family housing projects and facilities, or contribu- tions to the North Atlantic Treaty Organization Security Invest- ment Program.
