(a) MUNIT I O N SDEM I L IT AR I Z ATION F A C ILIT Y , B LUE G RASS A RMY DE P OT. — (1) AUT H ORITY TO INCREASE AMOUNT F OR CONSTRUCTION.— Co nsistent w ith the tota l pro j e c ta m o u nt authori z ed f or the construction a munitions demilitarization facility at Blue Grass Army Depot, K entucky, by section 2 4 01(a) of the Military Construction Authorization Act for Fiscal Y ear 2000 (di v ision Bof P ublic L aw 10 6– 65

113 S tat. 8 36), as amended by section 2405 of the Military Construction Authorization Act for Fiscal Year 2002 (division B of Public Law 10 7 –107; 115 Stat. 1298) and section 2405 of the Military Construction Authorization Act for Fiscal Year 2003 (division B of Public Law 107–314; 116 Stat. 2698), the Secretary of Defense may transfer amounts of authorizations made available by section 2403(a)(1) of this Act to increase amounts available for the construction of incre - ment 8 of such munitions demilitarization facility. (2) A G GREGATE LIMIT.— T he aggregate amount of authoriza- tions that the Secretary may transfer under the authority of this subsection may not e x ceed $17,300,000. (b) MUNITIONS DEMILITARIZATION FACILITY, PUE B LO CHEMICAL ACTI V ITY.— (1) AUTHORITY TO INCREASE AMOUNT FOR CONSTRUCTION.— Consistent with the total project amount authorized for the construction a munitions demilitarization facility at Pueblo Chemical Activity, Colorado, by section 2401(a) of the Military Construction Authorization Act for Fiscal Year 1997 (Public Law 104–201; 110 Stat. 2775), as amended by section 2406 of the Military Construction Authorization Act for Fiscal Year 2000 (division B of Public Law 106–65; 113 Stat. 839) and section 2407 of the Military Construction Authorization Act for Fiscal Year 2003 (division B of Public Law 107–314; 116 Stat. 2698), the Secretary of Defense may transfer amounts of authorizations made available by section 2403(a)(1) of this Act to increase amounts available for the construction of incre- ment 9 of such munitions demilitarization facility. (2) AGGREGATE LIMIT.—The aggregate amount of authoriza- tions that the Secretary may transfer under the authority of this subsection may not exceed $32,000,000. (c) CERTIFICATION R E Q UIREMENT.—Before exercising the authority provided in subsection (a) or (b), the Secretary of Defense shall provide to the congressional defense committees— (1) a certification that the transfer under such subsection of amounts authorized to be appropriated is in the best interest of national security; and (2) a statement that the increased amount authorized to be appropriated will be used to carry out authorized military construction activities.
