R E PO R T SO NA R MY AN D MAR I NE CORPS OPERATIONA L RAN G ES. (a) REPORT O N UT IL I ZA TION AN DP OTENTIAL EX PAN S ION O FA R MYO PERATIONAL RAN G ES. —N ot later than 180 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the congressional defense committees a report containing an assessment of the Army operational ranges used to support training and range activities of the Army. T he report shall include the following information
(1) The si z e, description, and mission - essential tasks sup- ported by each Army operational range during fiscal year 200 3 . (2) A description of the pro j ected changes in Army oper- ational range re q uirements, including the size, characteristics, and attributes for mission-essential activities at each Army operational range and the e x tent to which any changes in requirements are a result of— (A) decisions made as part of the 200 5 round of defense base closure and realignment under the D efense B ase Clo- sure and Realignment Act of 1 9 90 (part A of title X X I X of Public L aw 101 – 510
10 U.S.C. 268 7 note); (B) the conversion of Army brigades to a modular for- mat; (C) the Integrated G lobal Presence and Basing Strategy; (D) the proposal contained in the budget justification materials submitted in support of the Department of Defense budget for fiscal year 2008 to increase the size of the active component of the Army to 547,400 personnel by the end of fiscal year 2012 and any modification or acceleration contemplated in the budget submission for fiscal year 2009; or (E) high operational tempos or surge requirements. (3) The projected deficit or surplus of land at each Army operational range, and a description of the Army ’ s plan to address that projected deficit or surplus of land as well as the upgrade of range attributes at each existing Army oper- ational range. (4) A description of the Army’s prioritization process and investment strategy to address the potential expansion or upgrade of Army operational ranges. (5) An analysis of alternatives to the expansion of Army operational ranges, including an assessment of the joint use of operational ranges under the jurisdiction, custody, or control of the Secretary of another military department. (6) An analysis of the cost of, potential military value of, and potential legal or practical impediments to, the expan- sion of the J oint Readiness Training Center at F ort Polk, Lou- isiana, through the acquisition of additional land adjacent to or in the vicinity of the installation. (7) An analysis of the impact of the proposal described in paragraph (2)(D) on the plan developed prior to such proposal
