( 1 ) A description of initiati v es by the Secretary of Defense to coordinate the range e x pansion activities of the Army and M arine C orps in order to gain efficiencies in investment and resource allocation . ( 2 ) An analysis of training re q uirements for the Army and the Marine Corps that could be accomplished through j oint use of existing ranges. ( 3 ) An analysis of the responses provided by the Secretary of the Army under subsection (a)( 5 ) and the Secretary of the N avy subsection (b)(5). ( 4 ) Any other matter that the Secretary of Defense con - siders to be of importance to ensure the effective and timely expansion of ranges to meet Army and Marine Corps training requirements. (d) D EFIN I T I O N S . —I n this section: (1) T he term ‘ ‘Army operational range ’ ’ has the meaning given the term ‘‘operational range’’ in section 1 0 1(e)(3) of title 10, U nited States Code, except that the term is limited to operational ranges under the jurisdiction, custody, or control of the Secretary of the Army. (2) The term ‘‘Marine Corps operational range’’ has the meaning given the term ‘‘operational range’’ in section 101(e)(3) of such title, except that the term is limited to operational ranges under the jurisdiction, custody, or control of the Sec- retary of the Navy that are used by or available for use by the Marine Corps. (3) The term ‘‘range activities’’ has the meaning given that term in section 101(e)(2) of such title. SEC.2830 . NIAG A R A AIR RESER V E B ASE , NE WYO R K , BASING RE P OR T . Not later than March 1, 200 8 , the Secretary of the Air F orce shall submit to the congressional defense committees a report con- taining a detailed plan of the current and future aviation assets that the Secretary expects will be based at Niagara Air R eserve B ase, New Y or k . The report shall include a description of all of the aviation assets that will be impacted by the series of relocations to be made to or from Niagara Air Reserve Base and the timeline for such relocations. SEC. 283 1 . REPORT ON T H E PINON CANYON M ANE U VER SITE, CO L O - RA D O. (a) RE P O R TONT H E P INON C A N Y ON MANE UV ER SITE.— (1) REPORT RE Q UIRE D .—Not later than 180 days after the date of the enactment of this Act, the Secretary of the Army shall submit to the congressional defense committees a report on the Pinon Canyon Maneuver Site (referred to in this section as ‘‘the Site’’). (2) CONTENT.—The report required under paragraph (1) shall include the following: (A) An analysis of whether existing training facilities at Fort Carson, Colorado, and the Site are sufficient to support the training needs of units stationed or planned to be stationed at Fort Carson, including the following:
