The fair market value of the property, e x cluding the value of any improvements made to the property by the Univer - sity, shall be determined by the Secretary in accordance with F ed- eral appraisal standards and procedures. (e) D ES C R I PTION OF PROPERTY.—The exact acreage and legal description of the real property to be conveyed under subsection (a) shall be determined by a survey satisfactory to the Secretary. (f) A DDITIONA L TER M S AND C ONDITIONS.—The Secretary may require such additional terms and conditions in connection with the conveyance under subsection (a) as the Secretary considers appropriate to protect the interests of the United States. SEC.284 4. MODIF IC AT IO N OF L EASE OF PR OPERT Y, NATIONAL FLI GH T ACADEMY AT THE NATIONAL M U SEUM OF NA V AL AVIA - TION, NAVAL AIR STATION, PENSACOLA, FLORIDA. Section 2850 (a) of the M ilitary Construction Authori z ation Act for Fiscal Y ear 200 1 (division B of the Floyd D. Spence N ational Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public L aw 10 6–39 8

11 4 Stat. 1654A–428)) is amended— (1) by striking ‘ ‘naval aviation and ’ ’ and inserting ‘‘naval aviation,’’; and (2) by inserting before the period at the end the following

‘‘, and, as of J anuary 1, 2008, to teach the science, technology, engineering, and mathematics disciplines that have an impact on and relate to aviation’’. SEC. 284 5 . LANDE X CHANGE, DETROIT, MICHIGAN. (a) DEFINITIONS.—In this section: (1) ADMINISTRATOR.—The term ‘‘Administrator’’ means the Administrator of G eneral Services. (2) CITY.—The term ‘‘City’’ means the City of Detroit, Michigan. (3) CITY LAND.—The term ‘‘City land’’ means the approxi- mately 0. 7 41 acres of real property, including any improvement thereon, as depicted on the exchange maps, that is commonly identified as 110 Mount E lliott Street, Detroit, Michigan. (4) COMMANDANT.—The term ‘‘Commandant’’ means the Commandant of the United States Coast Guard. (5) EDC.—The term ‘‘EDC’’ means the Economic Develop- ment Corporation of the City of Detroit. (6) E X CHAN G E MAPS.—The term ‘‘exchange maps’’ means the maps entitled ‘‘Atwater Street Land Exchange Maps’’ pre- pared pursuant to subsection (f). (7) FEDERAL LAND.—The term ‘‘Federal land’’ means approximately 1.26 acres of real property, including any improvements thereon, as depicted on the exchange maps, that is commonly identified as 2660 Atwater Street, Detroit, Michigan, and under the administrative control of the United States Coast Guard.
