The administration building under construction at the J oint Systems Manufacturing Center in Lima, O hio, shall be known and designated as the ‘‘Michael G . Oxley Administration and Technology Center’’. Any reference in a law, map, regulation, document, paper, or other record of the United States to such building shall be deemed to be a reference to the Michael G. Oxley Administration and Technology Center. SEC. 288 6 . NAMING OF LOGISTICS AUTOMATION TRAINING FACILITY, ARMY Q UARTERMASTER CENTER AND SCHOOL, FORT LEE, VIRGINIA, IN HONOR OF GENERAL RICHARD H. THOMPSON. Notwithstanding Army Regulation AR 1–3 3, the Logistics Auto- mation Training Facility of the Army Q uartermaster Center and School at Fort Lee, V irginia, shall be known and designated as the ‘‘General Richard H . Thompson Logistics Automation Training Facility’’ in honor of General Richard H. Thompson, the only q uartermaster to have risen from private to full general. Any ref- erence in a law, map, regulation, document, paper, or other record of the United States to such facility shall be deemed to be a reference to the General Richard H. Thompson Logistics Automation Training Facility. SEC. 288 7 . AUTHORITY TO RELOCATE JOINT SPECTRUM CENTER TO FORT MEADE, MARYLAND. ( a ) A UTHORI T Y TOC A RRY OUT R EL O C ATIO N A G REE M ENT. — The Secretary of D efense may carry out an agreement to relocate the Joint Spectrum Center, a geographically separated unit of the Defense Information Systems Agency, from Annapolis, Maryland, to Fort Meade, Maryland, or another military installation if— (1) the Secretary determines that the relocation of the Joint Spectrum Center is in the best interest of national secu- rity and the physical protection of personnel and missions of the Department of Defense
