‘ (G) collaborate with the I nteragenc yT as kF orce on Federal P rogra m s and A ctivities R elating to the Reentry of O ffenders Into the C ommunity, and the Federal Resource Center for Children of Prisoners; ‘‘( H ) develop a national reentry research agenda; and ‘‘(I) establish a database to enhance the availability of information that will assist offenders in areas including housing, employment, counseling, mentoring, medical and mental health services, substance abuse treatment, transportation, and daily living skills . ‘‘( 4 ) LIM I T . — Of amounts made available to carry out this section, not more than 4 percent of the authori z ed level shall be available to carry out this subsection. ‘‘(n) A D MI N I S T RA TI O N.—Of amounts made available to carry out this section— ‘‘( 1 ) not more than 2 percent of the authorized level shall be available for administrative e x penses in carrying out this section; and ‘‘(2) not more than 2 percent of the authorized level shall be made available to the N ational Institute of J ustice to evaluate the effectiveness of the demonstration projects funded under this section, using a methodology that— ‘‘(A) includes, to the maximum extent feasible, random assignment of offenders (or entities working with such persons) to program delivery and control groups; and ‘‘( B ) generates evidence on which reentry approaches and strategies are most effective. ’ ’. (d) GRANT A U T H ORI Z ATION.— S ection 2 976 (a) of the Omnibus Crime Control and Safe Streets Act of 196 8 (42 U .S.C. 3 797w(a)) is amended by striking ‘‘States, Territories’’ and all that follows through the period at the end and inserting the following
‘‘States, local governments, territories, or Indian Tribes, or any combination thereof, in partnership with stakeholders, service providers, and nonprofit organizations.’’. (e) AUTHORIZATION O F A P PROPRIATIONS.—Section 2976(o) of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3797w), as so redesignated by subsection (c) of this section, is amended— (1) in paragraph (1), by striking ‘‘ $ 1 5 , 0 00,000 for fiscal year 2003’’ and all that follows and inserting ‘‘$55,000,000 for each of fiscal years 2009 and 2010.’’; and (2) by amending paragraph (2) to read as follows: ‘‘(2) LIMITATION; EQ UITA BL E DISTRIBUTION.— ‘‘(A) LIMITATION.—Of the amount made available to carry out this section for any fiscal year, not more than 3 percent or less than 2 percent may be used for technical assistance and training. ‘‘(B) E QUITABLE DISTRIBUTION.—The Attorney General shall ensure that grants awarded under this section are e q uitably distributed among the geographical regions and between urban and rural populations, including Indian Tribes, consistent with the objective of reducing recidivism among criminal offenders.’’.
