12 2 STA T .50PUBLIC LA W 110 – 1 8 1 —J A N .28 , 2008 ‘ ‘ (i i )theprog re s s mad eto w ard meeti n gs uc h cha l- lenges and achie v ing such goals . ‘‘( B ) A n assessment o f current and proposed funding levels for the program , including an assessment of the ade q uac y of such funding levels to support program activi- ties. ‘‘( C ) A review of the coordination of activities under the program within the D epartment of Defense, with other departments and agencies of the U nited S tates, and with the N ational Nanotechnology I nitiative. ‘‘(D) A review and analysis of the findings and rec- ommendations relating to the Department of Defense of the most recent triennial e x ternal review of the National Nanotechnology P rogram under section 5 of the 21 st Cen- tury Nanotechnology R esearch and Development Act (15 U.S.C. 1 704 ), and a description of initiatives of the Depart- ment to implement such recommendations. ‘‘( E ) An assessment of technology transition from nanotechnology research and development to enhanced warfighting capa b ilities, including contributions from the Department of Defense Small Business Innovative Research and Small Business T echnology Transfer Research programs, and the Department of Defense M anu- facturing Technology program, and an identification of acquisition programs and deployed defense systems that are incorporating nanotechnologies. ‘‘( F ) An assessment of global nanotechnology research and development in areas of interest to the Department, including an identification of the use of nanotechnologies in any foreign defense systems. ‘‘( G ) An assessment of the defense nanotechnology manufacturing and industrial base and its capability to meet the near and far term requirements of the Depart- ment. ‘‘( H ) Such recommendations for additional activities under the program to meet emerging national security requirements as the Under Secretary considers appropriate. ‘‘( 3 )C LAS S IF I C A T I ON . — Each report under paragraph (1) shall be submitted in unclassified form, but may include a classified annex. ’ ’. SEC.241 . F E D E RAL L Y F UN DED RESEARC H AND DE V EL OPM EN T CENTER ASSESSMENT OF THE DEFENSE E X PER I MENTAL PRO G RAM TO STIMULATE COMPETITIVE RESEARCH. (a) ASS E SS M ENT RE QU I R E D .—The Secretary of Defense shall— (1) utili z e a defense federally funded research and develop- ment center to carry out an assessment of the effectiveness of the Defense Experimental Program to Stimulate Competitive Research

and (2) not later than nine months after the date of the enact- ment of this Act, submit to the Committees on Armed Services of the Senate and the House of Representatives a report on that assessment. (b) MATTERS ASSESSED.—The report under subsection (a) shall include the following
