( 5 ) provide outstanding recreational and educational opportunities; and ( 6 ) can b e m anaged b y the N ational P ar kS ervice in part - nership w ith residents, business interests, nonprofit organi z a- tions, and State and local governments to develop a unit of the National Park System consistent with State and local eco- nomic activity . (b) REPORT . — Not later than 3 fiscal years after the date on which funds are first made available for this section, the Secretary shall submit to the C ommittee on Natural Resources of the H ouse of Representatives and the Committee on E nergy and Natural Resources of the Senate a report on the findings, conclusions, and recommendations of the study re q uired under subsection (a). (c) PR IVA TE PROPERT Y .— T he recommendations in the report submitted pursuant to subsection (b) shall include discussion and consideration of the concerns e x pressed by private landowners with respect to designating certain structures referred to in this section as a unit of the National Park System. SEC.327 . RIMOFTH E VAL LE Y CORRI D OR ST U DY. (a) ING ENERA L .—The Secretary of the Interior (referred to in this section as the ‘ ‘Secretary ’ ’) shall complete a special resource study of the area known as the Rim of the V alley Corridor, generally including the mountains encircling the San F ernando, L a Crescenta, Santa Clarita, Simi, and Cone j o Valleys in California, to deter- mine— ( 1 ) the suitability and feasibility of designating all or a portion of the corridor as a unit of the Santa M onica Mountains National Recreation A rea; and ( 2 ) the methods and means for the protection and interpretation of this corridor by the National Park Service, other Federal, State, or local government entities or private or non-profit organizations. (b) D O CUM ENTATION.—In conducting the study authorized under subsection (a), the Secretary shall document— (1) the process used to develop the existing Santa Monica Mountains National Recreation Area Fire Management Plan and Environmental Impact Statement (September 2 0 05); and (2) all activity conducted pursuant to the plan referred to in paragraph (1) designed to protect lives and property from wildfire. (c) STU D YRE Q UIREMENT S .—The Secretary shall conduct the study in accordance with section 8 (c) of Public Law 9 1 – 383 (16 U .S.C. 1a–5). (d) REPORT.—Not later than 3 years after the date on which funds are made available to carry out this title, the Secretary shall submit to the Committee on Natural Resources of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a report containing— (1) the results of the study; and (2) any recommendations of the Secretary.
