(f) CO M MISSION P O W ERS.— ( 1 ) G IFTS.—The Commission may solicit , accept, use, and dispose of gifts, be q uests, or devises of money or other property for aiding or facilitating the w or k of the Commission. ( 2 ) APPOINTMENT OF A DV ISOR Y COMMITTEES.—The Commis- sion may appoint such advisory committees as the Commission determines to be necessary to carry out this section. ( 3 )A U THORI Z ATION OF ACTION.—The Commission may authori z e any member or employee of the Commission to take any action that the Commission is authorized to take under this section. ( 4 ) PROCUREMENT.— (A) I N GENERA L .—The Commission may procure sup- plies, services, and property, and make or enter into con- tracts, leases, or other legal agreements, to carry out this section (e x cept that a contract, lease, or other legal agree- ment made or entered into by the Commission shall not extend beyond the date of termination of the Commission). (B) L IMITATION.—The Commission may not purchase real property. (5) POSTAL SERVICES.—The Commission may use the U nited S tates mails in the same manner and under the same conditions as other agencies of the F ederal Government. ( 6 ) GRANTS.— (A) CHAMPLAIN COMMISSION.—The Champlain Commis- sion may make grants in amounts not to exceed $ 2 0 ,000— (i) to communities, nonprofit organizations, and State commemorative commissions to develop pro- grams to assist in the Champlain commemoration

and (ii) to research and scholarly organizations to research, publish, or distribute information relating to the early history of the voyage of Samuel de Cham- plain. (B) H UDSON-FULTON COMMISSION.—The Hudson-Fulton Commission may make grants in amounts not to exceed $20,000— (i) to communities, nonprofit organizations, and State commemorative commissions to develop pro- grams to assist in the Hudson-Fulton commemoration; and (ii) to research and scholarly organizations to research, publish, or distribute information relating to the early history of the voyages of Henry Hudson and R obert Fulton. ( 7 ) TECHNICAL ASSISTANCE.—The Commission shall provide technical assistance to States, localities, and nonprofit organiza- tions to further the Champlain commemoration and Hudson- Fulton commemoration, as applicable. ( 8 ) COORDINATION AND CONSULTATION WITH LA K E CHAM- PLAIN BASIN PROGRAM.—The Champlain Commission shall
