Actingpurs u a ntt ole gislation enacte d in accordance w it h the C onstitution o f the Co m monwealth of the N orthern M ariana I slands , the G o v ernment of the Commonwealth of the Northern Mariana Islands ma y determine the order of names on the b allot for election of D elegate, the method by which a special election to fill a permanent vacancy in the office of Delegate shall be conducted, the method by which ties between candidates for the office of Delegate shall be resolved, and all other matters of local application pertaining to the election and the office of Delegate not otherwise e x pressly provided for in this subtitle . SEC. 71 5 . COMPENSATION , PRI V ILE G ES, AND IMMUNITIES. U ntil the R ules of the H ouse of Representatives are amended to provide otherwise, the Delegate from the Commonwealth of the Northern Mariana Islands shall receive the same compensation, allowances, and benefits as a Member of the House of Representa - tives, and shall be entitled to whatever privileges and immunities are, or hereinafter may be, granted to any other nonvoting Delegate to the House of Representatives. SEC. 71 6 . LAC K OF EFFECT ON COVENANT. No provision of this subtitle shall be construed to alter, amend, or abrogate any provision of the covenant referred to in section 71 1 except section 90 1 of the covenant. SEC. 717. DEFINITION. F or purposes of this subtitle, the term ‘ ‘Delegate ’ ’ means the Resident Representative referred to in section 711. SEC. 71 8 . ( a ) U NITEDS T A TE S MI L ITA RY A C ADE M Y. — Section 43 4 2 (a)(10) of title 10, United States Code, is amended by stri k ing ‘‘resident representative’’ and inserting ‘‘Delegate in Congress’’. (b) UNITED STATES NA V AL ACADEMY.—Section 6 9 5 4(a)(10) of such title is amended by striking ‘‘resident representative’’ and inserting ‘‘Delegate in Congress’’. (c) UNITED STATES AIR F O RCE ACADEMY.—Section 9342(a)(10) of such title is amended by striking ‘‘resident representative’’ and inserting ‘‘Delegate in Congress’’.
