Upon re q uest of the Chairman , the head of that department or agency shall furnish that information to MACPAC on an agreed upon schedule. ‘‘( 2 ) D ATA COLLECTION.— I n order to carry out its functions, MACPAC shall— ‘‘(A) utili z ee x isting information, both published and unpublished, w here possible, collected and assessed either by its own staff or under other arrangements made in accordance with this section

‘‘( B ) carry out, or award grants or contracts for, original research and experimentation, where existing information is inadequate; and ‘‘(C) adopt procedures allowing any interested party to submit information for MACPAC ’ suseinma k ing reports and recommendations. ‘‘( 3 ) ACCESS OF GAO TO INFOR M ATION.— T he Comptroller G eneral of the United States shall ha v e unrestricted access to all deliberations, records, and nonproprietary data of MACPAC, immediately upon request. ‘‘( 4 ) PERIODIC A U DIT.—MACPAC shall be sub j ect to periodic audit by the Comptroller General of the United States. ‘‘(f) AUT H ORI Z ATION OF A P PROPRIATIONS.— ‘‘(1) R E Q UEST FOR APPROPRIATIONS.—MACPAC shall submit requests for appropriations in the same manner as the Comp - troller General of the United States submits requests for appro- priations, but amounts appropriated for MACPAC shall be sepa- rate from amounts appropriated for the Comptroller General of the United States. ‘‘(2) AUTHORIZATION.—There are authorized to be appro- priated such sums as may be necessary to carry out the provi- sions of this section.’’. (b) DEADLINE FOR INITIAL APPOINTMENTS.— N ot later than J anuary 1, 2 0 10, the Comptroller General of the United States shall appoint the initial members of the Medicaid and C H IP Pay- ment and Access Commission established under section 1 9 00 of the Social Security Act (as added by subsection (a)). (c) ANNUAL REPORT ON MEDICAID.—Not later than January 1, 2010, and annually thereafter, the Secretary, in consultation with the Secretary of the Treasury, the Secretary of L abor, and the States (as defined for purposes of Medicaid), shall submit an annual report to Congress on the financial status of, enrollment in, and spending trends for, Medicaid for the fiscal year ending on September 30 of the preceding year. 42USC1396note. 42 USC 1396 note.
