( F ) ensure that the co m memoration pro v ides a lasting legacy and long - term public benefit by assisting in the development of appropriate programs; and ( G ) help ensure that the observances of the foundation of St. Augustine are inclusive and appropriately recogni z e the e x periences and heritage of all individuals present w hen St. Augustine was founded. (c) COM M IS SIO NME E T IN G S. — ( 1 ) I NITI AL MEETING.— N ot later than 30 days after the date on which all members of the Commission have been appointed, the Commission shall hold the initial meeting of the Commission. ( 2 ) MEETINGS.— T he Commission shall meet— (A) at least 3 times each year; or ( B ) at the call of the Chairperson or the ma j ority of the members of the Commission. (3) QU O R UM.—A majority of the voting members shall con- stitute a q uorum, but a lesser number may hold meetings. ( 4 )C H AIR P ERSON AN DV I C E CHAIRPERSON.— (A) ELECTION.—The Commission shall elect the Chair- person and the V ice Chairperson of the Commission on an annual basis. (B) A B SENCE O F THE CHAIRPERSON.—The Vice Chair- person shall serve as the Chairperson in the absence of the Chairperson. ( 5 ) VOTING.—The Commission shall act only on an affirma- tive vote of a majority of the members of the Commission. (d) COMMISSION P O W ERS.— (1) GIFTS.—The Commission may solicit, accept, use, and dispose of gifts, bequests, or devises of money or other property for aiding or facilitating the wor k of the Commission. (2) APPOINTMENT OF ADVISOR Y COMMITTEES.—The Commis- sion may appoint such advisory committees as the Commission determines to be necessary to carry out this section. (3) AUTHORI Z ATION OF ACTION.—The Commission may authorize any member or employee of the Commission to take any action that the Commission is authorized to take under this section. (4) PROCUREMENT.— (A) IN GENERAL.—The Commission may procure sup- plies, services, and property, and make or enter into con- tracts, leases, or other legal agreements, to carry out this section (except that a contract, lease, or other legal agree- ment made or entered into by the Commission shall not extend beyond the date of termination of the Commission). (B) L IMITATION.—The Commission may not purchase real property. (5) POSTAL SERVICES.—The Commission may use the U nited States mails in the same manner and under the same conditions as other agencies of the Federal Government.
