( 1 ) H E R IT AG E AREA.— T he te rm‘ ‘Herita g e A rea ’ ’ means the S angre d e C risto N ationa l Heritage Area esta b lished b y s u b - section (b)(1). ( 2 ) M ANAGE M ENT ENTIT Y .—The term ‘‘management entity’’ means the management entity f or the Heritage Area designated by subsection (b)( 4 ). ( 3 ) MANAGEMENT PL AN.—The term ‘‘management p lan’’ means the management plan for the Heritage Area re q uired under subsection (d). (4) MAP.—The term ‘‘map’’ means the map entitled ‘‘ P ro- posed Sangre De Cristo National Heritage Area’’ and dated No v ember 2 0 0 5 . (5) SE C RETARY.—The term ‘‘Secretary’’ means the Secretary of the Interior. ( 6 ) STATE.—The term ‘‘State’’ means the State of Colorado. (b) SANGRE DE CRISTO NATIONAL HERITAGE AREA.— (1) E STA B LIS H MENT.—There is established in the State the Sangre de Cristo National Heritage Area. (2) B O U N D ARIES.—The Heritage Area shall consist of— (A) the counties of Alamosa , Cone j os, and Costilla

and (B) the Monte V ista National W ildlife R efuge, the Baca National Wildlife Refuge, the G reat Sand Dunes National Par k and Preserve, and other areas included in the map. (3) MAP.—A map of the Heritage Area shall be— (A) included in the management plan; and (B) on file and available for public inspection in the appropriate offices of the National Park Service. (4) MANAGEMENT ENTITY.— (A) IN GENERAL.—The management entity for the Heritage Area shall be the Sangre de Cristo National Herit- age Area Board of Directors. (B) MEMBERSHIP RE Q UIREMENTS.—Members of the Board shall include representatives from a broad cross- section of the individuals, agencies, organi z ations, and governments that w ere involved in the planning and development of the Heritage Area before the date of enact- ment of this Act. (c) ADMINISTRATION.— (1) AUTHORITIES.— F or purposes of carrying out the management plan, the Secretary, acting through the manage- ment entity, may use amounts made available under this sec- tion to— (A) make grants to the State or a political subdivision of the State, nonprofit organizations, and other persons; (B) enter into cooperative agreements with, or provide technical assistance to, the State or a political subdivision 16USC4 61 note.
