123STA T . 12 6 2 PUBLIC LA W 111 – 11 —M A R .3 0, 200 9(c)DUTIESANDA UT HOR ITIES O FL O C A LC OORDINATIN GE NTIT Y.— ( 1 ) DUTIES OF THE LOCAL COORDINATING ENTITY.— Tofur-the r the p urpo s es of the H er i t ag e Area , the l ocal coor d i n ating entit y shall— (A) prepare, and su bm it to the S ecretary, in accordance w ith subsection (d), a management plan for the Heritage Area

( B ) assist units of local go v ernment, regional planning organi z ations, and nonprofit organizations in implementing the approved management plan by— (i) establishing and maintaining interpretive e x hibits and programs within the Heritage Area; (ii) developing recreational opportunities in the Heritage Area; (iii) increasing public awareness of, and apprecia- tion for, natural, historical, cultural, archaeological, and recreational resources of the Heritage Area; (iv) restoring historic sites and buildings in the Heritage Area that are consistent with the themes of the Heritage Area; and (v) carrying out any other activity that the local coordinating entity determines to be consistent with this section; (C) conduct meetings open to the public at least annually regarding the development and implementation of the management plan; (D) submit an annual report to the Secretary for each fiscal year for which the local coordinating entity receives F ederal funds under this section specifying— (i) the accomplishments of the local coordinating entity; (ii) the expenses and income of the local coordi- nating entity; (iii) the amounts and sources of matching funds; (iv) the amounts leveraged with Federal funds and sources of the leveraged funds; and (v) grants made to any other entities during the fiscal year; (E) ma k e available for audit for each fiscal year for which the local coordinating entity receives Federal funds under this section, all information pertaining to the expenditure of the funds and any matching funds; (F) re q uire in all agreements authorizing expenditures of Federal funds by other organizations, that the receiving organizations make available for audit all records and other information pertaining to the expenditure of the funds; and ( G ) ensure that each county included in the Heritage Area is appropriately represented on any oversight advisory committee established under this section to coordinate the Heritage Area. ( 2 ) AUTHORITIES.—The local coordinating entity may, sub- j ect to the prior approval of the Secretary, for the purposes of preparing and implementing the management plan, use Fed- eral funds made available under this section to— Records.
