( 4 ) L O C AL COO RD I N ATIN GE NTITY.— (A) DE S IGNATION.—The M ississippi Delta National H erita g e Area Partnership shall be the local coordinating entit y for the Heritage Area. ( B ) BOARD OF DIRECTORS.— (i) C OMPOSITION.— ( I ) IN GENERAL.—The local coordinating entity shall be governed by a Board of Directors composed of 15 members , of w hom— (aa) 1 member shall be appointed by Delta State U niversity
(bb) 1 member shall be appointed by Mis - sissippi V alley State University; (cc) 1 member shall be appointed by Alcorn State University; (dd) 1 member shall be appointed by the Delta F oundation; (ee) 1 member shall be appointed by the Smith R obertson Museum; (ff) 1 member shall be appointed from the office of the G overnor of the State; (gg) 1 member shall be appointed by Delta Council; (hh) 1 member shall be appointed from the Mississippi Arts Commission; (ii) 1 member shall be appointed from the Mississippi Department of Archives and His- tory; ( j j) 1 member shall be appointed from the Mississippi Humanities Council; and (kk) up to 5 additional members shall be appointed for staggered 1- and 2 -year terms by County boards in the Heritage Area. (II) RESIDENCY RE QU IREMENTS.—At least 7 members of the Board shall reside in the Heritage Area. (ii) O FFICERS.— (I) IN GENERAL.—At the initial meeting of the Board, the members of the Board shall appoint a Chairperson, Vice Chairperson, and Secretary / Treasurer. (II) DUTIES.— (aa) C H AIRPERSON.—The duties of the Chairperson shall include— (AA) presiding over meetings of the Board; (BB) e x ecuting documents of the Board; and (CC) coordinating activities of the Heritage Area with Federal, State, local, and nongovernmental officials. (bb) VICE CHAIRPERSON.—The Vice Chair- person shall act as Chairperson in the absence or disability of the Chairperson.
