‘‘ T he D irector shall take a p propriate steps, including through outreach and recruit m ent acti v ities, to increase the percentage of participants in the program who are disadvantaged youth to 50 percent of all participants by year 2 0 1 2 . The Director shall report to the authori z ing committees biennially on such steps, any challenges faced, and the annual participa - tion rates of disadvantaged youth in the program.’’; ( 4 ) by striking subsection (d); and (5) by redesignating subsection (e) as subsection (d). SEC.1504 .S UM ME RNATIO NA L SER V ICE P RO G RAM. S ection 154 (42 U .S. C .12 6 14) is amended— (1) in subsection (a)— (A) by striking ‘‘Civilian Community Corps Demonstra- tion P rogram’’ and inserting ‘‘ N ational Civilian Community Corps Program’’; and (B) by striking ‘‘on Civilian Community Corps’’ and inserting ‘‘on National Civilian Community Corps’’; and (2) in subsection (b), by striking ‘‘shall be’’ and all that follows through the period at the end and inserting ‘‘shall be from economically and ethnically diverse backgrounds, including youth who are in foster care.’’. SEC. 1505. NATIONAL CIVILIAN COMMUNIT Y CORPS. Section 155 (42 U.S.C. 12615) is amended— (1) by amending the section heading to read as follows: ‘ ‘SEC. 155. NATIONAL CIVILIAN COMMUNITY CORPS. ’ ’

(2) in subsection (a)— (A) by striking ‘‘Civilian Community Corps Demonstra- tion Program’’ and inserting ‘‘National Civilian Community Corps Program’’; and (B) by striking ‘‘the Civilian Community Corps shall’’ and inserting ‘‘the National Civilian Community Corps shall’’; (3) in subsection (b)— (A) by amending the subsection heading to read as follows: ‘‘(b) MEMB ERS HIP IN NA T IONA L CI V ILIAN COMMUNIT Y CORPS.—’’; (B) in paragraph (1), by inserting ‘‘National’’ before ‘‘Civilian Community Corps’’; (C) in paragraph (3)— (i) by striking ‘‘superintendent’’ and inserting ‘‘campus director’’; and (ii) by striking ‘‘camp’’ and inserting ‘‘campus’’; and (D) by adding at the end the following: ‘‘(4) TEAM LEADERS.— ‘‘(A) I N GENERAL.—The Director may select individuals with prior supervisory or service e x perience to be team leaders within units in the National Civilian Community Corps, to perform service that includes leading and super- vising teams of Corps members. E ach team leader shall
