S. C . 951, 954(c)): Provided fu r th er, That matching re q uire - ments under section 5(e) of such Act shall be waived. GE NE R A LP R OVI SIONS — THIS TITLE S EC . 7 01. (a) W ithin 3 0 days of enactment of this Act, each agency receiving funds under this title shall submit a general plan for the e x penditure of such funds to the House and Senate Committees on Appropriations. (b) Within 90 days of enactment of this Act, each agency receiving funds under this title shall submit to the Committees a report containing detailed project level information associated with the general plan submitted pursuant to subsection (a). SEC. 702. In carrying out the wor k for which funds in this title are being made available, the Secretary of the Interior and the Secretary of Agriculture shall utilize, where practicable, the Public Lands Corps, Y outh Conservation Corps, Student Conserva- tion Association, J ob Corps and other related partnerships with Federal, State, local, tribal or non-profit groups that serve young adults. SEC. 703. Each agency receiving funds under this title may transfer up to 10 percent of the funds in any account to other appropriation accounts within the agency, if the head of the agency (1) determines that the transfer will enhance the efficiency or effectiveness of the use of the funds without changing the intended purpose
and (2) notifies the Committees on Appropriations of the House of Representatives and the Senate 10 days prior to the transfer. TITLE VIII— D EPART M ENTS OF LA B OR, HEALTH AND HUMAN SERVICES, AND EDUCATION, AND RELATED AGENCIES DEPARTMENT OF LABOR E MPLOY ME NTA N D T R A I NIN G ADMINI S TRATION TRAINING AND EMPLOYMENT SER V ICES For an additional amount for ‘ ‘Training and Employment Serv- ices’’ for activities under the Workforce Investment Act of 199 8 (‘‘WIA’’), $ 3,950,000,000, which shall be available for obligation on the date of enactment of this Act, as follows: (1) $500,000,000 for grants to the States for adult employ- ment and training activities, including supportive services and needs-related payments described in section 134(e)(2) and (3) of the WIA: Provided , That a priority use of these funds shall be services to individuals described in 134(d)(4)(E) of the WIA; (2) $1,200,000,000 for grants to the States for youth activi- ties, including summer employment for youth: Provided, That no portion of such funds shall be reserved to carry out section 127(b)(1)(A) of the WIA: Provided further, That for purposes Grants.No t if i c ation.
