‘ SEC.24 . FI F T EE N T HR E PL ENISH M ENT. ‘ ‘(a) The United States G overnor of the International Develop - ment Association is a u thori z ed to contribute on behalf of the United States $3,7 0 5 ,000,000 to the fifteenth replenishment of the resources of the Association, sub j ect to obtaining the necessary appropriations. ‘‘(b) In order to pay for the United States contribution provided for in subsection (a), there are authorized to be appropriated, with- out fiscal year limitation, $3,705,000,000 for payment by the Sec- retary of the Treasury. ‘‘SEC. 2 5 .M U LTIL A TERAL D E B T RELIEF. ‘‘(a) The Secretary of the Treasury is authorized to contribute, on behalf of the United States, not more than $35 6 ,000,000 to the International Development Association for the purpose of funding debt relief under the M ultilateral Debt R elief Initiative in the period governed by the fifteenth replenishment of resources of the International Development Association, subject to obtaining the necessary appropriations and without prejudice to any funding arrangements in e x istence on the date of the enactment of this section. ‘‘(b) In order to pay for the United States contribution provided for in subsection (a), there are authorized to be appropriated, with- out fiscal year limitation, not more than $356,000,000 for payment by the Secretary of the Treasury. ‘‘(c) In this section, the term ‘Multilateral Debt Relief Initiative ’ means the proposal set out in the G8 F inance Ministers’ Commu- nique entitled ‘Conclusions on Development,’ done at L ondon, J une 11, 2005, and reaffirmed by G8 H eads of State at the Gleneagles Summit on July 8, 2005.’’. (b) A F RICAN DEVELOPMENT FUND.—The African Development Fund Act (22 U.S.C. 290 et seq.) is amended by adding at the end thereof the following: ‘‘SEC. 2 19 . ELE V ENTH REPLENISHMENT. ‘‘(a) The United States Governor of the African Development Fund is authorized to contribute on behalf of the United States $468,165,000 to the eleventh replenishment of the resources of the Fund, subject to obtaining the necessary appropriations. ‘‘(b) In order to pay for the United States contribution provided for in subsection (a), there are authorized to be appropriated, with- out fiscal year limitation, $468,165,000 for payment by the Secretary of the Treasury. ‘‘SEC. 22 0 . MULTILATERAL DEBT RELIEF INITIATIVE. ‘‘(a) The Secretary of the Treasury is authorized to contribute, on behalf of the United States, not more than $26,000,000 to the African Development Fund for the purpose of funding debt relief under the Multilateral Debt Relief Initiative in the period governed by the eleventh replenishment of resources of the African Develop- ment Fund, subject to obtaining the necessary appropriations and 2 2 USC 2 90g–1 9 . 22 USC 290g–1 8 . 22 USC 28 4w . 22 USC 284 v .
