OFFICE OF THE CHIEF INFOR M ATION OFFICER For necessary expenses of the Office of the Chief Information Officer, as authorized by section 103 of the Homeland Security Act of 2002 (6 U.S.C. 113), and Department-wide technology invest- ments, $33 8 ,393,000; of which $86,912,000 shall be available for salaries and expenses; and of which $251,481,000, to remain avail- able until expended, shall be available for development and ac q uisi- tion of information technology equipment, software, services, and related activities for the Department of Homeland Security: Pro - vided, That of the total amount appropriated, not less than $82,788,000 shall be available for data center development, of which not less than $38,540,145 shall be available for power capabilities upgrades at Data Center One ( N ational Center for Critical Informa- tion P rocessing and Storage): Provided further, That the Chief Information Officer shall submit to the Committees on Appropria- tions of the Senate and the House of Representatives, not more than 60 days after the date of enactment of this Act, an expenditure plan for all information technology acquisition pro j ects that: (1) are funded under this heading; or (2) are funded by multiple compo- nents of the Department of Homeland Security through reimburs- able agreements: Provided further, That such expenditure plan shall include each specific project funded, k ey milestones, all funding sources for each project, details of annual and lifecycle costs, and projected cost savings or cost avoidance to be achieved by the project. ANAL YS IS AN D O P ERATIONS For necessary expenses for intelligence analysis and operations coordination activities, as authorized by title II of the Homeland Security Act of 2002 (6 U.S.C. 121 et seq.), $335,030,000, of which not to exceed $5,000 shall be for official reception and representation expenses; and of which $190,862,000 shall remain available until September 30, 2011: Provided, That none of the funds provided in this or any other Act shall be available to commence operations of the National Immigration Information Sharing Operation or any follow-on entity until the Secretary certifies that such program Certif i ca ti on.N otification.
