( 4 ) An assessment of the impact of such an account on readiness and training ratings for Army National Guard forces. SEC.417 . R E PO R T O N RE QUI RE M ENTS O F T H EN A TIONA LG UAR D FOR NON - DUAL STATUS TECHNICIANS. (a) R E POR TRE QUI RE D .—Not later than 1 80 days after the date of the enactment of this Act, the S ecretary of D efense shall submit to the C ommittees on Armed Services of the Senate and H ouse of Representatives a report setting forth the following: (1) A description of the types of duties performed for the National Guard by non - dual status technicians. (2) A description of the current requirements of the National Guard for non-dual status technicians. (3) A description of various means of addressing any short- falls in meeting such requirements, including both temporary shortfalls and permanent shortfalls. (4) A description of the demands of the National Guard for non-dual status technicians under the current operational tempo, and a description of the current and anticipated demands of the National Guard for non-dual status technicians as a result of the National Guard moving from a reserve force to an operational force. ( 5 ) An assessment whether an increase in the limit on the number of non-dual status technicians for the National Guard is advisable. ( 6 ) Such specific recommendations, including recommenda- tions for legislative action, as the Secretary of Defense considers appropriate regarding future requirements and numbers of non- dual status technicians that are required to manage and sup- port the National Guard. (b) CONSIDER A TIONS.—The report required by subsection (a) shall ta k e into consideration the effects of the mobili z ation of large numbers of National Guard military technicians (dual status) on the readiness of National Guard units in critically important areas and on the capacity of the National Guard to continue performing home-based missions and responsibilities for the States. SEC. 41 8 .E X PANSION OF AUTHORIT Y OF SECRETARIES OF THE MILI- TARY DEPARTMENTS TO INCREASE CERTAIN END STRENGTHS TO INCLUDE SELECTED RESER V E END STRENGTHS. Subsection (g) of section 115 of title 10, U nited States Code, is amended to read as follows: ‘ ‘(g) AUT H ORIT YF OR SER V I C E SECRETARY V ARIANCES FOR ACTIVE-DUTY AND SELECTED RESERVE END STREN G THS.—(1) Upon determination by the Secretary of a military department that such action would enhance manning and readiness in essential units or in critical specialties or ratings, the Secretary may—
