ORGANIZ A T IONA L STR U CTURE O F T H E OFFICE OF THE ASSISTANT SECRETAR Y OF D EFENSE FOR HEALTH AFFAIRS AND THE TRICARE M ANAGEMENT ACTI V ITY. (a) R E PO RT RE QU IRED.— N ot later than 1 80 days after the date of the enactment of this Act , the S ecretary of D efense shall submit to the congressional defense committees a report on the organi z a- tional structure of the O ffice of the Assistant Secretary of Defense for H ealth Affairs and the TR I CAR EM anagement Acti v ity. (b) ELEMENT S .—The report re q uired under subsection (a) shall include the following: (1) OR G ANI Z ATIONAL C H ARTS.—Organizational charts for both the Office of the Assistant Secretary of Defense for Health Affairs and the TRICARE Management Activity showing, at a minimum, the senior positions in such office and such activity. (2) SENIOR POSITION DESCRIPTIONS.—A description of the policy-ma k ing functions and oversight responsibilities of each senior position in the Office of the Assistant Secretary of Defense for Health Affairs and the policy and program e x ecu- tion responsibilities of each senior position of the TRICARE Management Activity. ( 3 ) P OSITIONS F ILLED BY SAME INDI V IDUAL.—A description of which positions in both organizations are filled by the same individual. ( 4 ) ASSESSMENT.—An assessment of whether the senior personnel of the Office of the Assistant Secretary of Defense for Health Affairs and the TRICARE Management Activity, as currently organized, are able to appropriately perform the discrete functions of policy formulation, policy and program execution, and program oversight. (c) DEFINITIONS.—In this section: (1) SENIOR POSITION.—The term ‘ ‘senior position’’ means a position filled by a member of the senior executive service, a position on the Executive Schedule established pursuant to title 5 , U nited States Code, or a position filled by a general or flag officer. (2) SENIOR PERSONNEL.—The term ‘‘senior personnel’’ means personnel who are members of the senior executive service, who fill a position listed on the Executive Schedule established pursuant to title 5, United States Code, or who are general or flag officers. SEC. 90 3 . SENSE OF CONGRESS REGARDING THE DIRECTOR OF O P ER - ATIONAL ENERGY PLANS AND PROGRAMS. (a) F INDINGS.—Congress makes the following findings: (1) The demand for operational energy within the Depart- ment of Defense imposes significant logistical burdens and oper- ational vulnerabilities on the warfighter and increases force protection requirements.
